In addition, two (2) letters of support are required, one from the applicant's supervisor or mentor in Japan, and the other from an independent, qualified source from the applicant'sdesired institution in the U.S. or Canada. If the host institution in the U.S. or Canada has already been identified, one of the support letters should come from the host supervisor or mentor (see section III). Progress and final annual reports will be required of selected fellows before subsequent stipend payments are issued. Applicants will be reviewed by the Wagner-Torizuka Steering Committee, an independent panel of experts from Japan and the U.S.

Wagner-Torizuka Fellows will likely be exempt from U.S. income tax on their stipends under Article 20 (teachers/researchers) of the USA-Japan Income Tax Treaty of 2004. They must remain residents of Japan in order to qualify for the exemption on wages and salaries. SNM strongly advises recipients to consult with a tax advisor or appropriate personnel at the host institution/university for advice on filing.

This fellowship program shall not disturb/interferewith the fellows and/or mentors ability to arrange/obtain any other fellowship stipend, research funding, grant support, institutional support, etc. to supplement the fellows’ stay in the U.S. or Canada.
